First District level school management committee convention

The S.M.C convention was organized to cover the following themes.
Ø School promotes constitutional values e.g. Equality (Equity leading to equality), Liberty, Justice, Fraternity
Ø All around development of child (building child’s potentiality, physical and mental development)
Ø Comprehensive and continuous evaluation of child’s understanding
Before the convention Gram Vikas Trust has arranged the meeting with office personnel for the further planning of convention. GVT did the follow-up with D.P.E.O, Bharuch and other concern government departments for their support and participation in convention. Mr. Sameer Shaikh from Save the Children had a discussion with GVT team regarding the concept, theme of convention and further planning of same. Before the convention GVT arranged the meet of BRC and CRC coordinator, motive behind this meet was to provide brief idea about convention to the BRC and CRC coordinators, as they were playing the role of facilitators. MS. Sheela Ghoghari and Mr. Sameer Shaikh from the Save the children guided the participants on the theme of convention.
Expected outcome from the convention-
· Enhanced understanding of SMC members on selected qualitative indicators of education enshrined in the RTE act, thereby helping them to develop vision for their school.
· Action plan on ensuring implementation of indicators of quality in Education is developed in collaboration with all stakeholders.
· Commitment from District authorities for continuous capacity building of SMC members is established
For the first time District Level School Management Committee (SMC) convention has been organized by Gram Vikas Trust, Save The Children and District Education Department Collective for Right to Education in Bharuch. In the convention more than 590 SMC members from 200 villages of five blocks of Bharuch District have gathered at J.P.College Auditorium, Bharuch to put their voice for claiming right to education for their children. Gram Vikas Trust is a grass root civil society organizations working on child right and advocating for effective implementation of Right to Education Act in Bharuch district. Save The Children is one of the major funding partner and having conventorship of Gram Vikas Trust at present.
Addressing participant at the onset of the event Mr. Ramesh Kasondra, (President GVT) congratulated SMC members to be here in his welcome speech. In his address he emphasized the strength of decentralization; he mentioned with the formation of SMCs which have a legal validity we have move a step forward in terms of delegation of power and resources from the upper level to lowest level. He suggested to SMCs member to move forward and take keen interest for improve education standard in the district. He also expressed that the concerns should be quality education and we ensure that the discussion should be children centric not only teachers centric. Teacher’s performance is only the part of the larger issue and he suggested achieving the goal of quality education we have to work with teachers not against the teacher.
MS. Sheela Ghoghari, Save the Children has welcomed all participant of to put their views on community empowerment, decentralization so that right to education act can be realized at ground.
DPEO, Bharuch congratulated SMC members to be here in his inaugural speech and also give commitment to take forward from begging by taking action against the outcome of this SMC convention. After inaugural session experts shared their views, on particular described theme. This is stated below.
Panel Discussion by experts
Mr. Sukhdev Patel (Founder of Gantar organization)
· We are creating a nation by making one child a generous citizen through the process of education. In the 21st article of constitution, there is one promise that each and every child of this country will attend schooling by year 1960. But unfortunately it’s still an incomplete dream. We succeed to create RTE rule in year 2009 but still effective implementation of same is the question. He shared very lovely and same time very touching story of Gurubhai Bhatt to elaborate more on this, that when MR. Bhatt asked children to make Model villages of sand from their imaginations, every child makes the village without school. That shows the disharmony of children with our Education system.
· Villagers should give a respect to teachers. Liberty, Justice, Fraternity are the promises given by our constitution to all of us, children are citizens of country since their birth thus described promises of Liberty, Justice and Fraternity applies for them also.
· After passing RTE, Formation, Implementation and Monitoring these important factors become a responsibility of S.M.C as RTE act has given these rights to S.M.C.
· While elaborating on equality, he said that each child is bright child if he gets the fair opportunities. We should change the seating arrangements in our government schools as this is necessary for the quality education. Children should have their food together. We have to take care that feeling of injustice should not touch the child’s mental health. Teachers should treat each child equally, and punishment like beating a child should get stop.
· Its teacher’s responsibility that they should introduce child with his special skills as each child is unique.
· Discipline is something which cannot be imposed on child; uniform concept is created to remove the feeling of inferiority thus it should not be like Military Style.
· When all children from each class and each society will attend the schooling in government run school that day we will not need to celebrate events like Gunotsav.
Dr. Deepak Tarayya (Ex- Deputy Director GCERT and freelance Educator)
· Making a child generous human being is the job of teachers and parents.
· On one hand government is saying we should make child free by giving less importance to the scoring and on the other hand we are celebrating the events like Gunotsav and distributing prizes of same.
There is large area in the Education system is open for reforms.
· Teachers should use innovative ideas while giving the homework to the children.

· Social bonding is very important aspect that should get teach in each school.
· Government Schools are lucky to have play grounds. Play grounds should get use properly for the overall development of child. Child friendly environment should get created in the society that is important for the healthy upbringing of child.
· Support child to improve his creativity
· Involve children in the S.M.C body
Dr. Aarti Kasvekar (Reader in Gujarat University Vidyapeeth)
She expressed her joy as the convention received overwhelming responses; she said this is showing the concern of society towards the quality education.
· Teaching – Learning material should get created by the participation of parents and S.M.C members
· We have lost the creativity from the Regular homework

Mr. Girish Shah (CRC coordinator, Nadiyad)
· You cannot judge the child’s wisdom through his homework or his participation in learning. He/she is not friendly while speaking, expressing it does not mean that he/she cannot do it or he/she is not clever.
· Comprehensive and continuous evaluation is the responsibility of S.M.C’s. Constructive evaluation is also a need. Education system should think on the various reforms, child friendly and tailored to a particular child kind of system can be created in the context of quality education. Personality development, self-learning can be added in it.
Group formation and group discussion:
All participants divided in groups, we have formed four groups as per the themes. After group discussion leader from each group have presented. Their views, suggestions as per the theme before the Deputy Collector
1st group- School promotes constitutional values e.g. Equality (Equity leading to equality), Liberty, Justice, Fraternity
· Every child should have right to represent his/her views while planning the educational and non-educational activities. Teacher should take initiative to make proper use of suggestion boxes through children participation.
· We should take step to form Children committee which will monitor and keep vigil on mid- Day meal scheme in each school.
· Every student should have freedom to express his/her views
· Teachers should obey the discipline by coming on time in the school.
· Teachers should take an important initiative to create feeling of Fraternity amongst the children by implementing various activities/programs.
· Each school should arrange special class on gender equality.
2nd group- All around development of child (building child’s potentiality, physical and mental development)
· We should create child friendly atmosphere in school so children feel it like their home
· Teachers should behave warmly with each child in the school
· Teacher should assign the homework as per the capacities of children
· Mid- day meal should be qualitative and Nutritious
· Teachers should pay proper attention only towards teaching
· On each school there should be a proper proportion of teacher and student
· School should arrange various extracurricular activities and should encourage children to get participate in it.
· Parents should show their concern towards education of their child, they should ask their child in friendly environment what he/she is learning, is he/she enjoying his/her schooling.
· S.M.C member should visit school twice in week.
· We should provide opportunity to children that they could meet with experts from various fields so they can express their views, ideas with children, children can ask various questions to them and can discuss their future aspirations with experts
3rd group -Learning through discovery, and making child free from fear
· We should make learning more enjoyable by adding various games
· Schools should arrange various exposure visits, thus children can learn various different things as they will get opportunity to get connect with outer world.
· Schools should arrange various sports activities, which will help to create leadership qualities, decision making qualities and sport spirit within children.
· Libraries should be there in each school, and teachers should do the proper use of library by providing various books to the children.
· Teacher should use various forms of teaching, such as drama, dance, storytelling, using flash cards
· Government schools should adapt the e-learning methods.
4th group - Comprehensive and continuous evaluation of child understands
· Teachers should provide proper attention towards the cleanliness of children
· Constructive Evaluation
· If any child lag-behinds in studies then it’s not only the responsibility of that child but also of that teacher, thus while making the evaluation we should monitor the side if teaching also.
· Teacher should assign various tasks to the children which will help to bloom out his/her creativity. Like open ended questions, short notes and essay.
· Schools should create portfolio of each and every child
· Children should participate in creating teaching- learning material.
· Examination system should become more stress-free
· Each and every child is unique thus it’s the responsibility of teacher to identify that talent.
Remarks of Deputy Collector after presentation (Mr. S.H. Gajre)
Government is creating various and advantageous social schemes for the betterment of community, but for the effective implementation government should make the changes in the system so more beneficiaries can avail the benefit of it.
Technology which cannot reach at grassroots, is not a useful technology as large portion of populace still lives in the Rural India thus we have to make our education system more accessible which should get reach at each and every corner.
It’s our role to make S.M.C active, as S.M.C plays an important role in the improvisation of education system
Exposure visits plays an important role in the overall development of child as it provides an opportunity to get connect with the outer world.
Teachers should teach children proper use of technologies like internet.
An Ideal teacher would be, a teacher who puts his own efforts in making a child a generous human being.
S.M.C member will receive the SMS regarding food qualities maintained in Mid –Day meal scheme, Our department will write text message to S.M.C members when schools receives the food grain stock.
Mr. S. H. Gajre (Deputy Collector) expressed his happiness while seeing the overwhelming responses of teachers, S.M.C, B.R.C, and C.R.C members for this convention.

This couple was happy that they got an opportunity to participate in such workshop on such a big platform. They shared that Uniform is made to remove feeling of inferiority that everyone is
Equal; no bias behavior will be done with child on the basis of race, religion or wealth. But we belong to the very poor community; sometimes uniforms of our children get old, we cannot afford new Uniform each year. Our children feels inferior in the class with their old clothes thus if S.M.C suggests government to provide Uniform to the child yearly will be better for us.

She was happy to be here. She shared, she was unaware with the powers, responsibilities of S.M.C’s but this seminar has given broader idea about S.M.C’s work.

We are glad that we got this opportunity. Now we will visit schools regularly, we will look after mid –day meal.Will attends S.M.C meetings regularly. We will discuss school related matters in Gram Sabha’s.
